I'd recommend you to play on the recommended build of forge which is 14.23.5.2855 for 1.12.2
Your join problem is probably not related to the forge version. Make sure that the installed mods, their version and the forge version on the server and client are the same.

You can try it with 14.23.4.2766, but I don't recommend you to do so.
If that mod does not support a forge version we have you can't play it. We won't add such an old, outdated forge version just because one mod needs it.
