Regarding Nether's Exoticism mod

First of all I'm aware that a few posts have been made for this particular mod. However I couldn't find any answer that could actually solve my questions.

This is the mod, by the way:

Now, when I try to suggest the mod via the Suggest section, it says that it's "not popular enough", as per the requirements listed in the Suggesting new mods and plugins article. However, the mod has over a million downloads on CurseForge and has been up for at least three months. What could be the reason that it's still flagged as not popular enough? And is there a chance for this mod to be added despite this inconvenience?
