modded minecraft server

So today I made a minecraft server, and I added a tissou's zombie texture pack 1.16.5 and I have it downloaded and put in the files(server-resource-pack as well) and when I join the server it tells me to download the pack in which I added to my server. I press yes and my game crashes. I tried the 1.17 version of the resource pack on 1.16 it didn't work either way, i have 25 mods in the server. Anyone got ideas on why this keeps happening? Would gladly appreciate it.
