If they cant do 2300MB they most certainly can NOT do 3000MB.

Terminate anything that can have negative effects on your RAM (things such as redstone, command blocks etc can really screw with your server if used fast enough)

It's possible that some plugins may be very heavy on your server's performance, so yes, it may help. Same goes for worlds. I would advise making backups before deleting anything however, as there's no actual guarantee that it'll help.

Also please stop writing in codeblocks.
