It must be popular enough, be available through a reputable launcher and it has to work with our system.

Also how popular does a pack have to be? For example, the modpack Horizons and a couple others under FTB has about 20k downloads, I know they are FTB but im just curious on how you decide if they are popular or not.

It should have a lot of downloads and likes. There is no fixed amount though.
