Skeleton Spawner problems

I can only have around... 25ish skeletons spawned at a time, even though I am getting the skeletons from a Skeleton Spawner.
I have even restarted the server and it is still only spawning 25

List of true things
-I am within 15 blocks
-Light level >7
-On a Modded Server (Torcherino 4.2)
-I am the only one online
-Using the torcherino to speed the spawner

It used to be able to spawn >100 though... and that was only 1 or 2 days ago...
