My server wont start up on customnpcs 1.10.2

Ok so my server will get to the Starting... point of loading on Custom NPCs 1.10.2(19nov16) yet it takes a bit then it goes to Stoping... then its ofline and i tried restarting it but this hapend twice and it is also taking a hole our to do that once please Help me.

today i was able to start it just fine same world nothing difrent and the timer was short not an hour it was 10 min till it was up so idk what was wrong i just hopw it some how got fixed or it fixed it self
