I was more desiring something in a form that can be consumed by a layman. Perhaps is there a listing for that?
Our tos were written in a clear and understandable way. You don't need to be a lawyer to read them.

It means using the thread of someone else to advertise your own server is not allowed.

Great! Mind explaining every other rule that may have other ideas? Because I don't think our common sense's mesh very well (Also the sheer mention of a server or what?)

Be nice and respect other users.
No inappropriate content.
Don’t repeat your messages.
Keep the topics of every section.
If you want to advertise, only advertise Aternos/exaroton servers in the dedicated section.
No scams.
Don’t create multiple threads if the topic is the same.
Don’t use too many caps.

What is considered abuse of the report tool? As you do not really give a definitive list to what can and cannot be reported.
Hijacking Threads? I do recall you saying something about advertising. But would mentioning another thread such as "Poorly managed server, its better off playing another server with the same idea" be considered hijacking?

Abuse of the report thread = not using it to report "bad actors" - A.K.A. people who do things that go against our "rules".

Hijacking someone else's thread means using their thread for your own thing.
Abusing Spam Bots? That kind of goes with the "No Spam" rule.
Spam bots are more harmful, serious and a bigger threat - for starters, usually spam bots are not just one, but a group.

While I understand why you'd think that - no. This rule would mainly refer to advertising anything that isn't Aternos servers with appropriate discord servers and/or other social media (long as these are, of course, posted in the serverlist section)

The report tool already gives that list itself: "This function is reserved for: spam, advertisement and other questionable (racism, glorification of violence, offending, or sexist) content."
That is not DEFNITIVE.
Its relatively vague for most people aside from clear, obvious issues, such as racism.
However it doesn't have information regarding lighter issues, such as hackers making improper reviews on servers causing a lesser stream to the people on it and the like, which could be in a way considered harassment/questionable content. (This is only a example, but its a common issue.)

The displayed report guidelines are vague at best, again back to my previous statement regarding more "Minor" annoyances.
