As Julian already explained the file structure is incorrect:
You have
Eftelland Texture pack.zip
- Eftelland Texture pack
- - assets
- - pack.mcmeta
but it should be:
Eftelland Texture pack.zip
- assets
- pack.mcmeta

In the thread low render distance in 1.14.4 it was claimed that render distance had no effect on mob spawn rates.
You're getting something wrong. Render distance has an effect on mob spawning, but in the special case of MC 1.14.4 there are bugs that affect the spawning behavior so massively that almost nothing spawns anymore.

It also contains a link to the corresponding bug report regarding mob spawning on 1.14 servers
the mob spawn issue isnt seen by players on 1.14.2 because that issue isnt on 1.14.2 but on all 1.14+ versions but 1.14.2
I wouldn't say that 1.14.2 is error free but from our experience the mobspawning behaviour was "normal" from the user's point of view.

You also have to consider that depending on the mods etc. your server may start to lag
