Older versions of Citizens that were distributed over dev.bukkit.org are available, but these don't work on newer versions of Minecraft.
Newer Citizens releases are not available since they are paid on spigotmc.org

.jar files are compiled software code that is not meant to be edited.

Hmm, that's really strange.
I'd say that's some sort of generation bug. I found some bug reports for Bedrock edition, but not for Java.
I'd recommend you to just cheat the spawner or find another fortress.

Did you install the mod on the server too?

I just joined your server and wasn't able to reproduce the issue.
So the problem is probably related to your player-data on the server or your client itself.
Try deleting your playerfile and/or try reinstalling Minecraft on your computer.
Make sure you create a backup beforehand

I just checked some fortresses in the nether and was able to find blaze spawners without any issue.
Two possible reasons for your observations:
- The location where you think there should be a spawner is not an actual blaze spawner location
- Another player on your server destroyed them

You probably don't have the same collection of mods installed on your computer as on the server.
