I just found out that resource pack loaded over the server are not allowed to be bigger than 50 mb

You uploaded a world after you changed to forge, so the world you uploaded is the cause.

Idk what you want to achieve with the force upgrade option, but it makes only sense to use it if you have an older world which needs to be upgraded to a newer version of Minecraft.

So it must be somehow related to the resource pack, but I'm not an expert in resource pack so I don't really know why it happens.
