Julian it's a forge server but there are no mods or plugins. sorry for the late response. It logged me out for some reason and I didn't realize till now and couldn't respond. Lol
That's a thing we've seen several times within the last weeks when using Forge.
Unfortunately, it's unclear to us what exactly the cause is. Probably a Forge bug.
You can try restoring a 1.17 backup and try upgrading again

Check the console while the server starts.
Sometimes scatchy mods throw the errors only in to the console, but not in the log.
