Stop the server, go to the players page and remove the player from the banned players list

That's a general problem with 1.14 and newer.
Try spigot or papermc, maybe they are better otherwise you have to deal with it

It looks like one of the mods is not made for servers.
Try to remove mod by mod and recheck each time between deleting a mod.
Afterwards you know which mod causes that problem.

In the past we had problems with spambots here on the forums.
They created posts where they offered to sell jewels, false passports etc.
In order to get rid of them we have a very very long list of banned words. I removed the word jewelry from that list now.
