önnt ihr das nicht so machen das man auch plugins rein machen kann weil es gibt plugins die nicht bei euch drinnen sind

Yep. Until some weeks we had a filter system for mods that only shows mods versions which are compatible with your installed version. Due to latest changes of the curseforge website this is not possible.

Yes, It's probably a command block
when I set /gamerule commandBlockOutput to true, it doesnt appear on the minecraft chat

I dont know if this affects the server performance
Yes, it does.
You have to find the command block and destroy it.
If you can't find the command block you may need to load your world in e.g. MCEdit and search for it there.
