The reason why we can only add mods from curseforge is that we fetch mod information (files, descriptions etc) and download mods directly from there.
The list you linked above is just a documentation of mods which are not hosted on curseforge and are allowed to be included in modpacks hosted on curseforge. That's slightly different.
