Do you have the same problems on 1.14.2?
Did you modify the randomTickSpeed?

Looks like a broken chunk/block or item on your world.
As first step you could try to delete your playerdata. If this does not help try to start over with a new world.

Looks like the file /plugin_data/PurePerms/groups.yml is broken
