You can switch from snapshot to bukkit/spigot without reinstalling the server, however bukkit/spigot for 1.14 is still beta and may brake stuff.
Before switching the software I recommend you to create a backup and make sure that the button is called install and not reinstall on the software page.
Afaik a tool like mcedit which deletes chunks is not available for 1.14 yet

Make sure that you have the same mods, with the same versions and the same configs installed on your client as on the server

Möglicherweise könnte dieser Weltenfehler dann durch eine Mod verusacht werden.
Ich würde dir empfehlen mod für mod zu entfernen und dann zu sehen wann das Problem weg ist. Dann weißt du welche Mod das Problem verursacht.
