It's not possible to change from 1.14 back to 1.13 as the world format did change again.
However if you have a backup which has never been used on 1.14 you can recover it and play on the old version

This doesn't really make sense. The waiting time and the starting time are completely separate.
Correct me if I'm wrong:
You think:
2 minutes waiting time + 10 minutes starting time = 10 minutes until server is online
15 minutes waiting time + 10 minutes starting time = 15 minutes until server is online
This is not the case
Actually waiting time and starting time are summed up.
2 minutes waiting time + 10 minutes starting time = 12 minutes until server is online
15 minutes waiting time + 10 minutes starting time = 25 minutes until server is online

2FA is not a one time password.
2FA generates a key/password on your smartphone which must be entered in addition to your username and password. It does not replace them.

To me it looks like the world is corrupted. I would recommend to start over with a new one.
However it is very unnormal that something like this happens by switching from 1.13 to 1.14

I am using a cracked server so that my friend who doesn't have MC can join... now that I think of it it did work before I made the server cracked...
And exactly that's the problem.
Either you try to fix it manually by tping the people to the right location / giving them all the items they lost.
Or you try to rename the playerdata files in the players directory of your world.
You need to rename each file with the new cracked uuid of the player. You can see the cracked uuid on the servers console.
