1.13 is known to be very very bad in performance. Please try to switch to spigot 1.13 and check if it gets better.
If this does not help I would recommend you to switch to 1.12

So, our skyfactory server which worked yesterday perfectly refuses to start. We wait in the queue for 30 minutes and then the server just stops. Here's the log: https://mclo.gs/imWT6im
Skyfactory has major problems, we removed it from our system now.
Same today. but we (im not with him) made a forge server. can you tell us the limit of mods or something so we know how much we put so we wont overload it. and is there a way to allocate ram into the server ourselves ? i think it need 1 more gigabyte to run
You probably have another problem, please check your server log.
Same thing happened with my snapshot server. I don't know if it has something to do with the new snapshot, but this has never happened to me before.
Also you have another problem
In general, please create different threads for different problems.

First you need to OP yourself, in a radius around the spawn only ops can build.
Also I assume that you're server has cracked enabled. Skins do not work on servers which have cracked enabled.
You can fix this by installing the plugin skinrestorer.

Snapshots are pre releases of minecraft. They contain bugs and are just for testing purposes.
I would recommend you to reinstall your server, and install the snapshot again.
If this does not help you probably have to wait for a new snapshot.

View Distance is already set to 7 on Aternos servers.
As I said, it is probably a connection problem caused by your internet.
