Did you restart the server after adjusting the configuration file?

If you use a custom modded server you have to install all mods manually on your computer too.

If you use a modpack you can use a modpack launcher that installs the modpack automatically for you.

Remove the mods one by one from your server.

Every time you remove a mod from your server, you need to restart it, then check if the problem still occurs.

If the problem doesn't occur anymore, know that it was probably due to the modification you last removed.
