The time a server needs to start is not bound to the mod count.

It depends on what the mods do while the server starts.

We don't favor any software.

The associated RAM depends on what the software needs to run.

Newer versions of Minecraft need more, therefore they get more.

Does the issue persist on a new Vanilla server?

1. You won't get 100 players on an Aternos server
2. The assigned RAM is always displayed while the server is online on the server page.
3. The exaroton support can move the full server to exaroton.

That might be a bug in Pocketmine, but I'm not really sure.

You may have more luck sharing this on the PM discord etc.
