We can not update plugins, only the plugin creator can.
As soon as he provides a new version on spigot our system automatically provides the new version

Check your server log. Your mods are probably not compatible or you're missing dependencies.

The "Server is still starting!" message comes from forge and not from our system.
So check your server log, your mods etc. Maybe you're missing dependencies or have a mod incompatibility.
Also sometimes you just have to wait and try again.
