The pack was probably not created 100% correctly.

While such packs work on single-player Minecraft is more strict with server packs.

Unfortunately I'm not familiar enough with resource packs to tell you what exactly is invalid.

which software and version is your server running?

Geyser on Aternos works out of the box there's nothing further you need to do to get it working

I can't tell you that either. These are just mysterious bugs in Minecraft. Since Minecraft Bedrock is pretty bad at logging or giving people insights into how it works there's not that much anyone can do.
