Depending on what/where the exact root cause is you might have issues or not. Nevertheless, it is unlikely that it is caused by us.
In which country does the player live, there are some countries where we already know that some ISPs have issues.

I'd say it looks like your world is broken.

The downloaded world is the latest state of your world and contains the correct data.
It may happen that there are issues with player related data.
- Download the world and unzip it.
- Upload the level.dat file from the world folder here: https://irath96.github.io/webNBT/
- Delete the player block
- Download the level.dat file from that website again and replace the original one
In case your server had cracked enabled but you use the official launcher you might need to rename your playerdata file in the playerdata directory of the world according to the correct Mojang uuid.

The pack was probably not created 100% correctly.
While such packs work on single-player Minecraft is more strict with server packs.
Unfortunately I'm not familiar enough with resource packs to tell you what exactly is invalid.

You probably have some sort of addons installed in your browser that changes download behavior.

You installed several mods that are made for other versions than 1.16.4
Try removing them.
