I've been trying to start a server using the map 'Mazescapist', but no matter what I try the map's texture pack will not load, and noone who joined would even get prompted to use it, what do I do? I have tried creating the dropbox link to the resources file and putting in the sha1 code (all lowercase).

It didn't work, I even closed Minecraft before reopening it and re-adding the server.

I just checked, and yes, I must have forgotten to change the 0 to 1, but when I changed it and checked, removing the server from my server list first, nothing changed

The pack was probably not created 100% correctly.
While such packs work on single-player Minecraft is more strict with server packs.
Unfortunately I'm not familiar enough with resource packs to tell you what exactly is invalid.
