You can not switch back to 1.12 after starting your server once with 1.13

You can not switch back to 1.12.2 after starting your server once with 1.13

I think what he means at 1 is: No we don't do any Ads in your server chat/console. We only have advertisements on our server panel

The reason for this could be that you have too much mods installed, mods you're using are incompatible or the server crashes for another reason on startup.
Check the console for error messages and to find out why your server crashes.
