You have to start your server after installing a plugin to generate the config files.

Good for Hypixel, but maybe Hypixel uses their own citizens plugin.

There is no WorldEdit Mod available for 1.12.2.

You can only use WorldEdit as a Plugin for 1.12.2

Plugins do not work with forge.

In order to generate OTG worlds you the level-type and level-name must be set to OTG

Unfortunately customizing the level-name is not supported yet.

You could try to generate the world on singleplayer and upload your map.
