Spigot/Bukkit made huge changes in the API for 1.13.
It might be that plugins won't work with 1.13 anymore.
Remove the plugin or go back an older version.

It is only possible to play mods which are available in the mods section on the software site.
You can not upload mods manually.

Just do what the console tells you to do.
Download your world, delete the players directory inside the world file. Then upload it again.

We only provide the latest stable version of a mod.

Bad server performance is normally caused by too many worlds or plugins.

Enter your server and try this command:
Code/kill @e[type=item] -
So you get that error with all config files?
Which browser do you use?
Do you have any extensions installed on your browser?

If you don't have the world anymore and if you are not able to restore the world there is no way to get the seed.
