This seems to be an mistake by the plugin author.
As you can see on the updates page, the last available version is 4.0.73

Please install the modpack in the default configuration. Don't add or remove any mods.

This could probably be the cause for your problems.

Did you already try to set misc_spawn_unowned into the main section (next to mob_spawner_spawning) and not into the roads part?
