We do not change the mob spawning rate, it's in the default state. You can raise it with plugins if you want.

The jar file is the plugin itself, it contains the code which extends your server with new features.
The configuration files for the plugin are generated when your start your server. If this does not work, check the console for errors. Also make sure that you've installed bukkit or spigot on your server.
