Leider sind diese Probleme für uns nur schwer zu troubleshooten da sie in 99% der Fällen mit Einstellungen am Browser/PC oder sonst irgendwas speziellen an der Client Seite zusammenhängen.

For both things you would need a permission system
For number two you just need a permission system like Pex. You can give groups special permissions to use commands. Then you can add players to different groups with different permissions.
For number one I don't really now if this is possible, but I assume that it is.
