Mod confiiguration files are not located in the mods folder. They are located in the config folder.

To be honest, I don't know what exactly you expect as an answer.
You seem to be either technically or linguistically incapable of formulating the question so that I understand what exactly you want to know.

You can create a new one if your existing one is at least a week old. (May change in future)
