No, you didn't.
If you had a look into the console you would have seen this:
Code[22:11:23] [Server thread/ERROR]: [Citizens] v2.0.17-SNAPSHOT (build 1316) is not compatible with Minecraft v1_9_R2 - try upgrading or downgrading Citizens. Disabling.I think this error message speaks for itself.

Yes, but our experience with adding such plugins is not very good.
Also there are many other Hub Plugins out there. -
Which Browser do you use? Do you have any Addons like AdBlocker or NoScript, if so please disable them.
What Happens when you click on the start button?
