You probably installed the wrong version of fabric api

That's a forge mod. In order to install it you have to install forge on your server.

You installed Fabric API for MC 1.17 snapshot on your MC 1.16.5 server

Added it for forge too now.

Start the server and check the console / log. There's probably something that spams messages.
