That's just the file name.
And, I repeat myself, these files support 1.12.1 and 1.12.2. At least the creator of that mod says that on his website:
1) Some 1.12.1 versions of mods work on 1.12.2 and 1.12 too
2) When we add mods we add all versions of a mod. We don't select specific ones.
According to the weather2 website the latest versions of that mod support 1.12.2 too: (As I explained above)

This will upgrade them while loading them.
