I generated a new world and had similar issues connecting.
Here you said a new world didn't work
Roman i was able to start a new world and connect. Upon restoring to a backup I could not connect again.
Here you said a new world fixed the problem.

Just changing the pack_format value won't help.
The pack in general has to be in that format that it's compatible with the version you want to use it on.

You probably have a plugin installed for that.
If you have any moderation-related plugins it might be caused by that.
If you don't have any clue which plugin that could be you try removing plugin by plugin.
