Is there a way to download the server files other than the world file?

In both crashes the server backups were somehow deleted
Out of automatically created backups there is manual action required to delete them.
So probably you or someone with access to your server deleted them
Can you take a screenshot of that?

You probably modified whitelist / banned-players or banned-ips json file on your own and broke it.
Try deleting all of them, or just the single one you modified.
Open the file you modified and replace it's contents with "[]" which will reset the file to it's default state.

If you want to play on the server just replace the playerdata folder of the new world with the playerdata folder of the old world.

I'm in the same situation. I played all year with TLauncher in aternos servers and never had this error, so is it TLauncher tho?

i know, that's why i am asking if it works with technic launcher. I have both launchers and it doesnt work with neither of them
Erase your local .minecraft folder,then check again with Technic launcher
Did you check the coordinates?
Try generating a new world.
Your server might also be overloaded, so removing some mods might also help
