You should not have any connection issues from Austria as our servers are located in Germany/France

So it's probably related to his client / local setup.

Maybe deleting the .minecraft folder and trying again with a plain new installation might help.

Does your friend use any mods?

Which launcher does he use?

In which country does he live?

The update is not available on a supported platform

Did you change the cracked setting?

Try to change it back to it's original state.

Plugin updates can take up to 24 hours to be available on our platform.

We had that pack available in past but were forced to remove it as it did not work well.

If the lag is caused by the server, then check this guide: Lags

If it's caused by your connection there is not much you can do about it
