Wouldn't that be unfair for all other users who did not misconfigure their server and have a working one?

Also according to that log no one joined the server

I increased the RAM for that pack.
Please check if the issue persists

The log should share error/crash messages.
As this sounds like a bug with the mod itself it may be better to contact the mod creator about that

You probably don't have the same mod collection installed on your client as on the server.
Note that also versions must match

Can you share this world with us? e.g. with dropbox?

Play without citizens or find another npc plugin

Install worldedit and check out it's config file.
Afaik it has a property for it.
