How long does it take until the download stops?

It appears the mod mcdiscordchat crashes the server.
Remove it. If you want to troubleshoot this further I'd recommend you to contact the mod creator

There's no whitelist limit.
To troubleshoot this we would probably need more details
- What is the address of the server in question?
- Which software and version do you use?
- Since when do you have this issue?
- Share the log
- What are the names of people that have this issue?

Please share your client log, it's located in .minecraft/logs

Which browser do you use?
Does the issue persist in incognito mode?

Btw. This is only required if your server has cracked enabled

Make sure the mod collection on your computer is the same as on the server.
Also, the versions of the mods and Forge must match.
If the problem persists, it may help to delete the config folder on client and server.

What's the address of the server in question?
Share the log of the server in question?

Are you sure this is the full log?
Make sure that you click the share button on the log page after the server turned to "Crashed" state

Looks like the mod Superheroes X is not comaptible with servers.
Remove it.
