Try to remove BetterFps
-
Remove the mods one by one from your server.
Every time you remove a mod from your server, you need to restart it, then check if the problem still occurs.
If the problem doesn't occur anymore, know that it was probably due to the modification you last removed.

Your server is running on spigot. So the nether is not located in DIM1 of your main world, it's located in world_the_end (As you can see on the worlds page).
The world exists, definitely. According to the log it also get's loaded.
That the portal does not work is probably related to one of your plugins.

We can only add plugins from spigotmc.org / dev.bukkit.org for Java Edition and plugins from poggit.pmmp.io for Bedrock Edition
