That problem is known, just try it again a some time later

Remove the mods one by one from your server.

Every time you remove a mod from your server, you need to restart it, then check if the problem still occurs.

If the problem doesn't occur anymore, know that it was probably due to the modification you last removed.

Check the server log to find out why your server crashed

Time out can also come from instability of the network connection between the client and the server

IP ends with .me -> normal IP

IP end with .host -> DynIP

Is the iconomy jar file still gone?
