Julian probably just changed the RAM settings for it, which is global and for every user that plays this modpack.

You can only install mods through our mod browser. If the suggest page says that we can not add a particular mod, then we don't add it.
(In case it's a dependency of a mod which we already have we exceptions, in this case please provide links to the mods.)

I generated a world in singleplayer and 2 minutes later found the village from millenaire. I cant upload it beacuse Maximum File Size is 1MB

What you found refers to Java Edition.
I doubt it's even possible on Bedrock
If you're using Pixelmon as modpack you can't change the configuration files. The modpack creator has to publish a bugfix release in this case.
If you're on a custom modded server you can modify the configuration files on the files page.
It was hosted on external sites in the past, so it was marked as that in our system.

Bedrock is a black-box. No one knows how it works under the hood and why issues occur.

I'm asking because in the description of Obscuria's Tooltips it says it's client only.
In this case the creator of the mod should mark those files as compatible with Forge on Curseforge.
Our system relies on this information to identify which files are made for which mod loader.
