They will only add mods from Curseforge

Well if they had it, it was probably removed for good reason
Also, they don't make exceptions for mods. They can't because curseforge is the only one that complies with the system

Have you been doing things that can cause lag, such as spawning many mobs, running many command blocks, using multiple modded machines, or massive world edit changes?

Follow these steps (I'm not mod wizard, so some may be inaccurate)
A. Checking to make sure the mods installed have dependency mods. This can cause issues if dependencies are missing
B. All mods on the server are installed on the client

Then it's most likely an issue regarding the server location, in which I cannot help with.
Or it might just be because you're running a modpack

The server doesn't seem to have any issues, so my only suggestion is to check your router, as the Timed Out issue is quite common in regards to internet issues
Also you should check out my What to do before, during, and after asking your question so you can solve this issue much quicker
