The world will be deleted because of version exclusive content

1.13 in general is quite laggy, so I personally do not recommend it in the long run
Your best bet is to use 1.12 if you want to remove this issue

Using PermissionsX and and a chat plugin, you can create exactly what you've described.

For PermissionsX, make sure you have a chat plugin installed for the prefixes to work
For Factions, make sure you have MassiveCore installed

You can't have them on the same network, but you can make multiple accounts with each of these and advertise the other 2 on each one

You'll have to either downgrade to 1.12.x or use Vanilla 1.13.x
