Well, then it is a bug of the plugin itself...
impossible to fix it for you then...Which brush do you wanna use? I'm pretty sure there's another way to solve your problem

At first, a plugin request should be posted in the section "Plugin / Modpack Requests".
Secondly the plugin Groupmanager has been denied several times because it isn't available on bukkit or spigot itself, only on an external site. -

It's not really a server limit... You need to set the slots to the number you need (and you're using) and you won't have any troubles.
This system is there to prevent that there's a countless number of not-used slots while many users are waiting for their server to start.. -
