Assuming this is a spigot plugin;
Downloading plugins from https://spigotmc.org/ is currently not possible. Unfortunately the root cause is out of our control, so we can't really fix it.
We are working on a solution. There is no ETA when plugin download will work again.
Plugins from https://dev.bukkit.org/ or https://songoda.com/ should still work.

Any spigot plugin is affected by that issue, this one as well.

We don't have a plugin limit anymore, at this point it just depends on how many your server can handle ( i think )

Remove the heavy mods is my suggestion

There are issues with plugin installation while servers are online at times,
so i would recommend to atleast attempt that.
