still if not works then turn off your server
and open
banned-ips.json- if you ip banned himor
banned-players.json- if you name banned him
and remove the ip or username and save the file, then start ur server again.

Well you have to restart your server after unbanning someone.

for freezing while flying use the command
/gamerule disableElytraMovementCheck true
this may help. -
Well it's because your server is overloaded. You gotta optimize it or reduce plugins, fix plugins if they are having any error and are spamming your console because that means the error in running on a loop, thus degrading your server's performance.
and don't use 1.16.3 its a laggy version use 1.16.4 instead and it will be better. -
Because if server's won't log your IP how will they "/ipban" xD.

DW lol every minecraft server logs the IP of players whenever they join.
Even every site, browser, ISP all logs your IP so don't worry.
If you are using mobile data then its best just turn off ur internet and turn it on again. Your IP will change.
If you are using router, turn it off for 5-6 mins then turn it on again.
and this is not the first time your IP was logged in a MC server.
