And what about the mod that got denied? Is it allowed to request mods that got previously denied because of its current popularity at that time but now they have a considerable amount of downloads?

I was curious about all the possible reasons a mod could get denied besides the ones listed in the "How to write a (good) plugin/modpack/mod request" thread.

Alternatively I would like to know if a mod that got denied previously a few weeks ago because of its low popularity (I assume) can be requested and accepted now that has more than 10k downloads?

All this mod does are basically tweaks and additions for the vanilla berries, wich makes them Berry Good.

This mod adds a new ore called "Nether Gold Ore" wich spawns everywhere in the nether, mining it gives you around 4 and 6 golden nuggets but it also has a change to angry pigmens, specially if they are watching.

All this mod does is quite simple. It adds milk bottles, which have the same funcionality as the good ol' vanilla milk buckets, but with the difference that these can be stacked and even throwed. You can also craft milk arrows with this mod.

Idō is a mod that brings 1.13 and 1.14 movement such as swimming or crawling into 1.12.2.

This mod basically adds creepers that bounce like slimes, without replacing the normal creepers. Unlike the normal creepers, once they explode they don't destroy any blocks, but leave a cloud of gas that makes you nauseous and float. Furthermore, all the drops are the same as normal ones.
