Did you check the server console log for any error information yet? What is your Aternos username?

Despite the fact that you have way too much worlds and some of them are corrupted, your server starts fine. You should consider removing most of your worlds from the configuration file, so your server can start normally again.

/ban, /kick and /tp (teleportation) are included in Vanilla Minecraft. For /tpa (teleportation requests) and permission & chat managing you need additional plugins such as Essentials (EssentialsX), PermissionsEX and some chat manager.

You have to install that exact same mod pack on your own computer too.

If a plugin doesn't work we can't do much about it. You have to make sure to install a compatible version. It's the plugin developer's job to make everything work.

I just exactly did that on your server and it worked.

Try a different Citizens version. It says
